Plan No. 333-KH/TU dated May 7, 2025, issued by the Provincial Party Committee, thoroughly grasps and concretizes Resolution No. 57-NQ/TW. It ensures that all Party committees, organizations, and agencies within the political system from the provincial to grassroots levels fully and deeply understand the position, role, and importance of science, technology, innovation, and digital transformation, in connection with the province’s development in the new era. The plan translates the viewpoints, policies, tasks, and solutions of Resolution No. 57-NQ/TW of the Politburo into concrete actions; builds unified awareness and strong political will; promotes the province’s potential and strengths; creates a breakthrough in digital infrastructure, digital human resources, and the ecosystem for science, technology, and innovation. It aims to accelerate the development of Son La Province and contribute to national sustainable development and modernization.
Son La Province requires the implementation process to closely follow the principles, objectives, tasks, and solutions outlined in Resolution No. 57-NQ/TW; thorough understanding, continuity, and promotion of past achievements and experiences; adopting the correct approach without formality or dispersion; ensuring feasibility with a clear roadmap and specific responsibilities assigned. Objectives, tasks, and solutions must be clearly defined for each five-year phase, in alignment with the province’s actual conditions. The implementation must be practical, with well-defined timelines and accountability; coordinated and synchronized across the entire political system; with strengthened supervision, inspection, and timely reporting and evaluation. Transparency must be ensured, with effective mobilization and use of resources accompanied by accountability. The plan also requires close coordination between immediate and long-term goals; increased communication to build consensus and encourage creativity throughout society. The overall approach must be focused, determined, effective, economical, feasible, and uphold a spirit of proactivity, dynamic thinking, and innovation.
The province has proposed specific tasks and solutions to effectively implement the national breakthrough in science, technology, innovation, and digital transformation. These include restructuring the Steering Committee for Science, Technology, Innovation, and Digital Transformation of Son La Province; issuing action plans and directive documents with clear assignment of responsibilities to Party committees, organizations, agencies, and units at all levels. The content of the resolution will be integrated into the province’s socio-economic development strategies, planning, and plans. A provincial-level advisory council will be established, inviting reputable experts, scientists, and managers from both within and outside the country to provide timely and effective consultation for the Steering Committee. An inter-sectoral and multi-level coordination mechanism will be developed to strengthen the involvement of Party committees, organizations, and related entities; with clearly assigned responsibilities and implementation timelines. A detailed action plan will be built with specific assignments, deadlines, and evaluation indicators. Accountability of leaders will be directly linked to implementation results. Communication about science, technology, innovation, and digital transformation will be strengthened through mass media. Institutions and policies will be improved to create breakthroughs and ensure adequate resources.
Develop an implementation plan for the strategy on digital infrastructure, digital applications, and digital services. Formulate a plan to implement the 10-year master strategy on synchronized, modern, secure, and resilient digital infrastructure development. Review the list of shared provincial databases already published; build and complete the databases included in that list. Ensure 100% open data provision according to the issued plan. Develop a 10-year implementation plan for the master strategy on developing the startup and innovation ecosystem and supporting research and development. Formulate a 5-year strategy for the development of high-quality human resources. Develop a provincial plan for digital transformation and digital economy development. Ensure cybersecurity and digital sovereignty; promote regional and international cooperation and linkage.
