In 2025, the province of Son La aims to send workers abroad under contract at a rate exceeding 130%.

Sending laborers abroad not only provides stable income for the workers and their families but also makes a positive contribution to socio-economic development and sustainable poverty reduction in local communities.

Units and localities need to regularly coordinate in organizing propaganda activities and career counseling.

Promote the implementation of Directive No. 20 dated December 12, 2022, issued by the Party Central Committee’s Secretariat, on strengthening the Party’s leadership in sending Vietnamese workers abroad under the new circumstances; and the plan of the Provincial Party Standing Committee on thoroughly grasping, deploying, and implementing Directive No. 20. In 2025, Son La province will issue a plan with the goal of sending workers abroad under contract at over 130% of the target assigned in Resolution No. 420 dated December 5, 2024, by the Provincial People’s Council; 100% of workers going abroad to receive necessary training before departure; 100% of commune-level administrative units in the province to have workers sent abroad under contract; and to increase the proportion of skilled workers sent abroad, especially to high-income, stable markets requiring professional and technical qualifications. According to reports, as of May 6, 2025, 154 workers have been supported to work abroad.

To further promote the sending of Son La province’s workers abroad under contract, the Provincial People’s Committee requires party committees, authorities at all levels, and relevant sectors to recognize this work as a key solution for job creation, income improvement, and sustainable poverty reduction, contributing to local socio-economic development. They must issue plans and focus on directing implementation within their jurisdictions. Tasks should be assigned to departments, sectors, and mass organizations; regular monitoring, supervision, inspection, and evaluation must be carried out to ensure the work of sending workers abroad under contract achieves the best results and highest efficiency, while fostering the movement of contract labor export at the local level.

Strengthen direct communication and information dissemination to workers, widely promoting through mass media, radio and television systems, counseling conferences, grassroots information networks, and local associations and organizations. This effort should focus on the Party’s policies and the State’s laws regarding sending workers abroad under contract, with special emphasis on raising awareness about the significance and importance of labor export under the new circumstances. The goal is to enhance the responsibility of authorities at all levels and sectors, especially improving workers’ understanding of the benefits and economic effectiveness of working abroad under contract in the current context. At the same time, address the issue of information shortages in the field of labor export by increasing the flow of information from state management agencies, businesses, provincial media outlets, labor dispatch units, and receiving organizations.

Regularly review and compile lists of working-age individuals interested in working abroad to proactively coordinate with Employment Service Centers, vocational education institutions, and continuing education facilities. This will help develop appropriate labor supply solutions while guiding vocational training and foreign language education to improve the quality of the workforce, meeting the labor demands of each overseas market. Develop and implement training plans that closely align with the needs of foreign labor markets, including vocational skills enhancement and language training, to help workers smoothly transition to new jobs abroad. Implement a collaborative training model for foreign language, vocational skills, and orientation education between Employment Service Centers, vocational schools, and enterprises involved in labor export services. This aims to improve workforce quality, participate in contract management, monitor contract implementation, support workers, and contribute to the effective use of this labor resource when workers return to their local communities after contract expiration

Timely and fully implement support policies for workers going abroad under contract as part of the National Target Program on Sustainable Poverty Reduction, the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas, and related legal regulations. Carry out loan support policies for workers contracted to work abroad for a fixed term in accordance with the law. Regularly monitor labor contract implementation, promptly resolve and assist workers in addressing any issues arising during their overseas employment. Effectively carry out citizen protection work and provide comprehensive information on labor markets and employer recruitment needs, enabling workers to choose jobs that match their knowledge, skills, experience, and professional qualifications gained from working abroad.
