(en.sonla.gov.vn) Over the past years, the emulation movement in the province has received strong attention and direction from Party committees and local authorities at all levels, with comprehensive and determined implementation. During the process, numerous role models and effective practices have emerged, which have been recognized, evaluated, and replicated across the province. These efforts have contributed significantly to the province’s socio-economic development.
Building on the achievements of the 2016–2020 period, emulation movements have been actively promoted by all levels, sectors, and localities in alignment with the National Target Program on Sustainable Poverty Reduction for 2021–2025. Agencies, units, local governments, social organizations, and businesses across the province have developed implementation plans, set out specific actions and solutions to support the poor, and mobilized the combined strength of the entire political system and the united efforts of society to carry out the national standard program on sustainable poverty reduction. Effective implementation has been seen in support policies for production, agricultural-forestry-fishery extension, and the promotion of scientific and technological applications in agriculture. These efforts are closely tied to the National Target Program on New Rural Development and the province’s agricultural restructuring. Communication efforts have also been intensified to disseminate the Party’s policies, State laws, production experience, and highlight role models in poverty reduction and escape from poverty.

The Provincial People’s Committee, in coordination with the Vietnam Fatherland Front Committee and political-social organizations, has many innovative and practical communication methods to improve outreach and effectiveness, also mobilized collectives, individuals both at home and abroad, and businesses to make meaningful contributions—through intellect, resources, and materials—to support localities, communities, and households in poverty reduction and sustainable development. Between 2020 and 2025, Son La Province launched programs and projects aimed at eliminating makeshift and dilapidated houses. From 2020 to 2024, the province successfully replaced 9,317 such homes, with total support funding reaching 441.287 billion VND. In 2025, this effort continues vigorously under the direction of the Prime Minister’s Official Dispatches No. 102 (dated October 6, 2024) and No. 117 (dated November 18, 2024). As of April 16, 2025, support for eliminating makeshift and dilapidated homes had been provided to 2,553 households—achieving 88.24% of the planned target. Additionally, the province has supported production development for 48 households with over 250 million VND, provided long-term medical care for 1,431 impoverished individuals with over 474 million VND, assisted 2,191 disadvantaged students with 916 million VND, and offered over 9 billion VND in aid to other vulnerable families. Government agencies and units across the province have also actively organized practical activities in response to emulation movements.
In response to emulation movements launched by the central government and the province, agencies, units, and localities have developed and implemented action plans based on their respective functions, duties, and practical conditions, closely linked with the campaign “Studying and following Ho Chi Minh’s thought, morality, and lifestyle.” The Provincial Emulation and Commendation Council has instructed agencies and localities to proactively build plans, organize implementation, and select collectives and individuals with outstanding achievements in labor, production, study, work, and defense—especially those with innovations, technical improvements, and applications of science and technology—to be promptly commended and publicized as role models. District - and city-level People's Committees have developed plans and called on the Vietnam Fatherland Front and mass organizations at all levels, along with agencies and units, to strengthen communication and mobilize members and the public to actively participate in emulation movements supporting the poor and promoting sustainable poverty reduction. Enterprises and cooperatives have also been encouraged to respond to the movement through practical actions. Through these communication efforts, people have gained a clearer understanding of the Party’s and State’s preferential policies on poverty reduction, showing greater care for both material and spiritual well-being. At the same time, this has helped raise awareness of citizens’ rights and responsibilities in monitoring local programs and projects, encouraging them to increase household production, escape poverty, and achieve legitimate prosperity.
Through the implementation of emulation movements, many exemplary role models have emerged across various areas of social life, creating a ripple effect that drives local socio-economic development—with the active involvement of poor and near-poor households. As a result of these movements, numerous advanced collectives and individuals have stood out. Those with outstanding achievements in implementing the movements have been praised and rewarded, generating momentum for continued strong participation in future campaigns, contributing to the ongoing development of Son La Province.
