The meeting agreed on focusing some tasks as follows:

Departments, boards, branches, the People's Committees of districts, and the city organize and strictly implement the Prime Minister's instructions, opinions of relevant ministries and sectors, and the province's instructions in preparing conditions for Tet and ensuring security, social order, and safety before, during and after Tet, and focus on reviewing, caring for, helping, and supporting the poor and people in mostly difficult circumstances to enjoy Spring and celebrate Tet fully, with the view that everyone, every family has Tet, and "No one is left behind.".

Direct the implementation to accelerate the implementation of the 2024 public investment plan and national target programs from the beginning of the year; strengthen investment supervision and evaluation, inspection, and quality control of construction works; handle issues and problems in construction arising regarding quantity, quality, standards, norms, unit prices, regimes, procedures, investment and construction procedures, and site clearance of projects.

Department of Planning and Investment: synthesizes and reports to the Provincial People's Committee before February 16, 2024, on the implementation of the socio-economic development plan, the assignment of the 2024 public investment plan (decentralized and authorized capital sources) of the People's Committees of districts and cities; proposes contents that need to be adjusted and directed; takes the lead in reviewing and synthesizing the list of projects, and the capital level of each project using the central budget capital of the 2023 investment plan in the case of reporting to the competent authority for permission to extend the implementation period and disbursement to 2024.

Department of Culture, Sports, and Tourism takes the initiative to develop a Report on the preparation work for the 65th anniversary of the day Uncle Ho and the Central Working Group visited and talked with the ethnic minorities in the Northwest.

Departments of the Construction, Natural Resources and Environment, the Home Affairs, and the Provincial Industrial Park Management Board focus on deploying and guiding the implementation of resolutions of the 17th thematic session of the Provincial People's Council.

Department of Agriculture and Rural Development: strengthens the direction and guidance on preventing hunger, cold, and diseases for crops and livestock, proactively implementing plans and measures to prevent, combat, mitigate, and overcome the consequences of natural disasters.

Department of Finance, Provincial State Treasury: guide and urge provincial budget levels, and budget units to estimate, handle budgets, close books in 2023, and review the transfer of sources to 2024, for funds allowed to be transferred according to the provisions of the State Budget Law.

Department of Finance takes the lead and coordinates with the Department of Transport, Department of Construction, People's Committees of districts, and the city to synthesize reports and evaluate the bidding for the provision of public products and services using the state budget from regular expenditure sources in 2024, on that basis, advise on the development of a decision of the Provincial People's Committee to promulgate regulations on bidding for the provision of public products and services using the state budget from regular expenditure sources to organize unified implementation in the province from the following years.
